Expansion! China’s largest “intercity” metro network is here!


The geographical boundaries of Chinese cities are disappearing. 01 “Inter-provincial” Metro Expansion The metro is linking different cities together. Recently, the “Guangzhou Rail Transit Network Plan (2018–2035)” was released. By 2035, Guangzhou will have built a city rail transit system consisting of high-speed metros, rapid metros, and conventional metros, with a total length reaching 53 lines and 2,029 kilometers. Guangzhou’s metro network is not limited to the city itself; rather, it’s expanding both within and beyond the metropolitan area. According to the plan, in the future there will be 18 metro links between Guangzhou and Foshan, 6 links between Guangzhou and Dongguan, and one link each between Guangzhou and Shenzhen, Qingyuan, Zhongshan, and Huizhou. This means that Guangzhou and Foshan will almost become one integrated urban area via the metro, making the Guangzhou-Foshan region China’s largest metropolitan area. Meanwhile, Guangzhou will also be connected by urban rail transit to Dongguan, Shenzhen, Qingyuan, Zhongshan, and Huizhou. Coincidentally, Shenzhen is planning to extend its metro lines into neighboring Dongguan and Huizhou within the metropolitan area. Recently, according to Shenzhen media reports, there will soon be a total of 17 inter-city metro lines connecting Shenzhen with Dongguan and Huizhou. Among them, 13 will link Shenzhen and Dongguan, and 4 will link Shenzhen and Huizhou. Currently, five metro lines—Shenzhen Line 6’s eastern extension, Shenzhen Line 11’s northern extension, Shenzhen Line 22’s northern extension, Shenzhen Line 10’s eastern extension, and Shenzhen Line 14’s eastern extension—are under study and may be included in the fifth-phase construction plan. This marks that the long-awaited inter-provincial metros between Shenzhen and Dongguan, and Shenzhen and Huizhou, are about to move from concept to reality, and Shenzhen’s population and industries are expected to continue shifting toward these two regions. By then, in the Greater Bay Area, major cities will not only be connected by high-speed railways, bullet trains, and urban rail transit, but also by an even more integrated metro network, turning the Greater Bay Area into a single urban entity in terms of transportation. Moreover, inter-provincial metros in Shanghai and Beijing are also being steadily advanced. As early as 2013, China’s first inter-provincial metro—the Shanghai Line 11—was fully opened, providing a direct connection between Shanghai and Kunshan in Jiangsu Province. In the future, there may be metropolitan express rail links between Shanghai and Taicang in Jiangsu Province, as well as Jiaxing in Zhejiang Province. After more than a decade of calls for action, Beijing’s metro system has finally begun extending into Hebei Province. Currently, the feasibility study report for the Beijing section of Beijing’s Metro Line 22 (Pinggu Line) has been approved, marking the first time that the three northern counties will be connected to the capital’s metro network. In addition, many second-tier cities are starting to expand their metro networks within metropolitan areas. At the end of last year, Phase III of Wuhan Metro Line 11, including the Gedian section, opened to traffic, bringing Ezhou into the “metro era” and making it the second city in the province after Wuhan to have a metro system. Currently, Nanjing’s S6 Ningju Intercity Line is operational, and the Ningma, Ningyang, and Ningchuzhong intercity lines are all under full construction. In the future, Nanjing will be connected by rail transit to Zhenjiang, Yangzhou, as well as Ma’anshan and Chuzhou in Anhui Province. …… 02 Which City Is the Metro Leader? Why is the metro so important? Here’s a ranking of urban rail transit lines across China in the first half of 2022: In official documents, the metro is categorized as part of urban rail transit. Urban rail transit is a broad term that includes metros, light rails, metropolitan express rails, trams, maglevs, APM systems, and more. According to the book “China’s Urban Big Trends,” unlike high-speed railways, which focus on inter-provincial transport, and intercity railways, which focus on inter-city transport, urban rail transit mostly focuses on intra-city and metropolitan-area connections. Among urban rail transit systems, metros typically run underground, have the highest construction costs, require the strictest approvals, and face the highest construction barriers. However, they cover more stations, have shorter headways, carry higher passenger volumes, generate stronger ripple effects, and thus hold the highest value. Metropolitan express rails mainly connect central districts with suburbs and other parts of the metropolitan area—they can be seen as long-distance metros, though they have fewer stations and longer headways. Trams, meanwhile, are laid out on roads with independent right-of-way and relatively looser approval requirements, making them an alternative for new districts and second- and third-tier cities that cannot afford to build metros. In China, most urban rail transit systems are based on metros, though in Nanjing over half and in Qingdao nearly 60% are metropolitan express rails. 03 Why Is the Metro So Important? Once the metro starts running, it’s worth its weight in gold. The metro is known for its large passenger volume, multiple stations, frequent service, and punctuality. It not only shortens travel times but also narrows the psychological distance between different regions. As long as there’s a metro connection, places tens of kilometers away from the main urban area are no longer isolated suburban areas, and provincial borders—such as those represented by the three northern counties—no longer remain awkwardly “disliked.” Even if these places can’t merge with strong central cities, they can achieve metropolitan-level integration through the metro. It’s worth noting that the metro has powerful economic effects. In the short term, metro construction is a great tool for stimulating the economy, and the fixed-asset investment it drives often becomes a pillar for stabilizing growth. In the medium and long term, when metros are interconnected into a network, they can promote the reallocation of urban populations, businesses, and resources across regions, driving land values around metro stations to increase exponentially. From a metropolitan-area perspective, the existence of inter-city metros helps break down geographical boundaries between different cities. Central cities can use this to achieve soft expansion. Even if they can’t merge surrounding cities through administrative means, they can still “virtually” bring neighboring cities under their control through transportation, economic, and industrial influence. More importantly, the soft expansion of central cities can also help relieve population and industrial pressure from core cities, boosting the joint development of metropolitan areas. Currently, commuting across cities has become a trend in the Pearl River Delta, Yangtze River Delta, and the Capital Metropolitan Area. Data shows that at least 1.21 million people commute across cities every day in the Pearl River Delta. Among them, thanks to the opening of three inter-city metros, the average daily passenger flow between Guangzhou and Foshan reached 1.74 million, ranking among the highest in the country. As the inter-city metro network gradually takes shape, this number will double, serving as a powerful boost for the housing markets in third- and fourth-tier cities that are eager for growth. 04 Not Every City Is Qualified to Build a Metro The expansion of inter-city metros allows third- and fourth-tier cities to achieve metro connectivity through metropolitan areas—a “roundabout way” to get what they need. You should know that not every city is qualified to build a metro. According to the “Opinions on Further Strengthening the Planning and Construction Management of Urban Rail Transit,” issued in 2018, the thresholds for building metros and light rails have been significantly raised. For metros, the requirements include a GDP of over 300 billion yuan, a municipal population of over 3 million, and local general budget revenue of over 30 billion yuan; For light rails, the requirements include a GDP of over 150 billion yuan, a municipal population of over 1.5 million, and local general budget revenue of over 15 billion yuan. In recent years, metro projects in cities like Baotou were halted because their GDP and fiscal revenues didn’t meet the standards. Huizhou has long sought to connect with Shenzhen’s metro system, but in the past it was repeatedly delayed due to insufficient municipal population size. Recently, out of concern for local debt risks, the state has further tightened the thresholds for metro construction. At the end of last year, the National Development and Reform Commission and other agencies issued a document explicitly prohibiting the illegal disguised construction of metros and light rails under the guise of building new intercity or metropolitan/suburban railways. Earlier this year, according to a report by China Business News, relevant authorities will further refine the approval conditions for urban rail transit, refusing to accept initial construction plans from cities and ordinary prefecture-level cities that don’t meet the requirements. At the same time, it stipulates that if a metro line fails to meet passenger demand three years after opening, it won’t be eligible to submit a new round of construction plans. This means that even if hard indicators such as GDP, population, and fiscal revenue meet the standards, a metro line still can’t be built if passenger volume is insufficient. This highlights the importance of “inter-city metros” within metropolitan areas—it provides a backdoor for third- and fourth-tier cities with insufficient economic scale. The most prominent feature of metropolitan areas is the “one-hour transportation circle,” which naturally depends on the interconnectedness of metros, light rails, metropolitan express rails, and intercity railways. Under the general trend of transportation integration, even third- and fourth-tier cities located within large metropolitan areas, though they may not meet the formal requirements, still have a good chance of getting metro connections. This is precisely the key opportunity for third- and fourth-tier cities in the age of metropolitan areas.
