In September, China’s manufacturing Purchasing Managers’ Index (PMI) came in at 50.1%, up 0.7 percentage points from the previous month. Manufacturing entered its traditional peak season, with the production index rising to 51.5%, 1.7 percentage points higher than the previous month. Business sentiment among large, medium, and small enterprises all showed signs of recovery... A series of recently released data indicate that manufacturing output has expanded somewhat, and business confidence is picking up. As policies aimed at stabilizing growth take effect and industrial chains operate more efficiently, the recovery momentum of the industrial economy continues to strengthen.

From January to August this year, China’s production and sales of new-energy vehicles reached 3.97 million and 3.86 million units, respectively, representing year-on-year increases of 1.2 times and 1.1 times, thus contributing to the manufacturing sector’s role as a “ballast stone” in stabilizing the overall economy. The positive trend isn’t limited to new-energy vehicles alone. Over recent months, a series of policies aimed at stabilizing growth have taken effect, leading to improved business conditions and sustaining the recovery momentum in industrial production.

On September 29, the “Integrated Platform for Intelligent Construction of Steel-Structure Industrial Buildings” was put into operation at the China Resources Power Standard Factory Project in Zhoushan, Zhejiang Province, developed by China Construction Third Bureau’s Science & Technology Innovation Company. The platform, independently developed by China Construction Third Bureau, enables continuous, interleaved operations across various construction stages, providing an industrialized solution for the construction of steel-structure factory buildings. “By developing and deploying intelligent equipment, we’re promoting smart construction, boosting construction efficiency, and accelerating project schedules,” said a responsible official from the project.
According to data from the National Bureau of Statistics, in September, the business activity index for the construction industry was 60.2%, up 3.7 percentage points from the previous month. The construction industry has moved into a high-level prosperity range, indicating an accelerated expansion of production activities. In September, the production indices for industries including food and beverage refining and tea processing, pharmaceuticals, non-metallic mineral products, ferrous metal smelting and rolling, and general equipment manufacturing all rose to 54% or higher, reflecting a relatively rapid release of enterprise capacity.
Tian Yulong, chief engineer of the Ministry of Industry and Information Technology, said that over the past period, policies supporting stable industrial growth have been introduced more frequently, bolstering enterprises’ momentum and boosting market confidence. At the same time, China has been making every effort to ensure stable and increased production among key regions, key industries, key enterprises, and critical links, driving a faster recovery in key sectors and injecting new impetus into enhancing industrial resilience.
Data from JD Industrial shows that in September, JD Hardware City saw a 95% month-on-month increase in page views and a significant rise in transaction value. “Hardware tools are a quintessential example of industrial products,” said Cao Xin, General Manager of the Platform Business Department at JD Industrial. “The positive data not only demonstrates that digitalization has boosted the efficiency of industrial product procurement, but also indicates that businesses are expanding their production.”
According to data from the National Bureau of Statistics, in September, the PMI for medium-sized enterprises was 49.7%, up 0.8 percentage points from the previous month; the PMI for small enterprises was 48.3%, up 0.7 percentage points from the previous month. The operating conditions of small and medium-sized enterprises are recovering, further consolidating the momentum of stabilization in the industrial economy.
“According to incomplete statistics, more than 30 enterprise-supporting policies and measures at the national level have been introduced so far this year alone, and these policies have played a significant role in helping small and medium-sized enterprises alleviate their difficulties,” said Liang Zhifeng, Director of the Bureau of Small and Medium-Sized Enterprises at the Ministry of Industry and Information Technology.
The reporter learned from the Ministry of Industry and Information Technology (MIIT) that the MIIT is promoting a nationwide initiative called “100 Events, 10,000 Enterprises” to facilitate matchmaking and collaboration between large and small/mid-sized enterprises. To date, the initiative has collected more than 2,000 matchmaking requests from over 110 large enterprises and more than 1,200 specialized, refined, distinctive, and innovative small- and medium-sized enterprises.
“We will further promote policy measures by taking proactive and appropriately stronger actions,” said a relevant official from the Ministry of Industry and Information Technology. We will thoroughly implement and refine the comprehensive package of policies aimed at stabilizing the economy, strengthen monitoring and coordination of the operations of key regions, key industries, and key enterprises, step up support for small and medium-sized enterprises, and accelerate the recovery of the industrial economy.
