Leading China | Implementing the Healthy China Strategy—Safeguarding People’s Health at the Source


People’s health is an important symbol of socialist modernization. Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has adhered to a development philosophy centered on the people, placing people’s health in a strategically prioritized position. It has continuously deepened reform of the medical and healthcare system and steadily improved the health-care system. As a result, China’s health-care cause has shifted from being “disease-centered” to “people-health-centered,” striving to provide all-round, full-lifecycle protection for people’s health. At the Chronic Disease Management Center of the General Hospital in Shaxian District, Sanming City, Fujian Province, a system is dynamically analyzing and assessing the health data of over 100,000 residents across the district and providing differentiated management based on their conditions. Hong Zhenggu, a villager from Shankou Village, Gaoqiao Town, was included in chronic disease management three years ago. Due to unstable blood pressure, after receiving an alert from the system, Hong Zhenggu became a key patient under the care of the village doctor. In addition to home visits, the doctor also prescribed dietary and exercise plans for him. Hong Zhenggu, a villager from Shankou Village, Gaoqiao Town, Shaxian District, Sanming City, Fujian Province: “Now that the government’s policies are so good, we just enjoy them—taking good care of our health. Over the past few years, we’ve had very few opportunities to go to the hospital.” Today, general hospitals have been established in all 11 districts and counties of Sanming City, setting up such chronic disease management centers to provide health management and monitoring for residents. A health security system accessible to everyone is being built. From a situation where the medical insurance fund was running out of money and could hardly continue, to now having accumulated surpluses exceeding 2 billion yuan, over the past decade, Sanming’s medical reform has targeted the high prices of drugs and medical supplies—the long-standing “ailment” of the medical system that led to huge waste of medical insurance funds. By breaking away from the practice of using drug sales to support hospitals, and squeezing out layers of inflated markups, Sanming has reduced spending on drugs and medical supplies by more than 15.8 billion yuan over the past ten years. At the same time, it has reformed the income distribution system for hospitals and doctors, raising medical service prices and increasing the transparent incomes of medical personnel. In March 2021, General Secretary Xi Jinping visited the General Hospital in Shaxian District, Sanming City, to learn firsthand about the benefits of medical reform for the people. At that time, in the outpatient hall, teacher Weng Hua from Shaxian District showed the General Secretary his medical insurance account, which still had a balance of over 10,000 yuan. Weng Hua, a resident of Shaxian District, Sanming City, Fujian Province: “The General Secretary even asked why there was a surplus in my account. I explained that one reason was that the reimbursement ratio had increased. Second, the individual deductible had been lowered. Third, drug prices were very low. Last year, the surplus was a little over 10,000 yuan; this year, it’s over 13,000 yuan—more than last year.” Without universal health, there can be no comprehensive well-off society. At the Fifth Plenary Session of the 18th CPC Central Committee, the Party Central Committee with Comrade Xi Jinping at its core made the major decision to “promote the construction of a Healthy China.” At the First National Health and Wellness Conference, it clearly defined the new-era national health and wellness work guideline of shifting from “disease-centered” to “people-health-centered.” From the release of the “Healthy China 2030” Planning Outline to the report of the 19th National Congress, which comprehensively laid out the implementation of the “Healthy China Strategy,” the top-level design, overall strategy, and implementation path for building a Healthy China have become increasingly clear. These past ten years have seen China’s medical and healthcare system reform continuously deepen, and the problems of difficulty and high cost of medical treatment for the public have been acceleratedly resolved. China has historically completely abolished the system of using drug sales to subsidize hospitals, and continues to promote the shift from “disease-centered” to “people-health-centered.” The problem of difficulty in accessing medical care for the public has been effectively alleviated. The three-tier medical and healthcare service network covering urban and rural areas has been continuously improved, and 90% of households can reach the nearest medical facility within 15 minutes. The problem of high medical costs for the public has been eased. The number of varieties in the National Essential Medicines List has increased to 685. The number of people covered by basic medical insurance has exceeded 1.36 billion, and the proportion of personal health expenditures by residents in total health expenses has dropped to 27.7%, the lowest level in 20 years. Public health is a key benchmark for the modernization of social development. Over the past decade, with the goal of putting people at the heart of development, we have consistently upheld the principle that people’s health should be the central focus of our efforts. We have placed public health at the forefront of our development agenda, continuously deepening reforms in medical and health systems, and tirelessly striving to build a comprehensive and integrated healthcare system. Our country’s healthcare endeavors have shifted from “focusing on disease treatment” to “putting people’s health at the center,” vigorously promoting all-round, full-cycle protection of people’s health, and firmly advancing the transition from “disease-centered” to “people-centered” healthcare.

At the Center for Chronic Disease Management of the Fuxing District Health Bureau in Sanming City, the system is currently conducting real-time analysis and evaluation of health data from tens of thousands of residents across the entire district, and is also carrying out differentiated management based on disease conditions. The high-altitude area of Qingshan Village was previously identified as a chronic disease management hotspot due to unstable blood pressure levels. Following systematic monitoring and early warning, the village has now become a key focus of medical care under the district’s health administration. In addition to regular home visits and consultations, the system has also introduced dietary guidance and exercise programs tailored to local residents.

Fujian Province, Sanming City, Jianning County, Gaoshang Village, Wafu Village—currently, the government’s policies are so good that we’ve done our best to comply and take care of our health. Over the past few years, we’ve rarely gone to the hospital.

As of tomorrow, all 11 districts and counties in the city have established comprehensive medical institutions and set up specialized disease management centers to provide care for residents.
