Shortly after the successful conclusion of the 20th National Congress of the Communist Party of China, political leaders from many countries have successively visited China. The 5th China International Import Expo and the 14th Conference of the Parties to the Ramsar Convention on Wetlands were held as scheduled... As autumn arrives in full bloom, a series of important diplomatic events hosted by China are drawing the world’s attention.

At present, the world is undergoing a major shift unseen in a century, and this transformation is accelerating. Under the leadership of head-of-state diplomacy, China in the new era embraces the global community, seeks its own development while benefiting others, deepens exchanges with all parties, and moves forward hand in hand. In this new journey, China’s distinctive major-country diplomacy is showcasing a fresh outlook.

(Subheading) A New Journey, a New Starting Point: Diplomacy Ushers in a New Era

From October 30 to November 4—within just one week—leaders from four countries—Vietnam, Pakistan, Tanzania, and Germany—visited Beijing one after another. A series of high-profile diplomatic events unfolded intensively, including welcoming ceremonies, meetings and talks, and the signing of cooperation documents.

This round of visits has seen several “firsts”—General Secretary Nguyen Phu Trong of the Communist Party of Vietnam chose China for his first foreign trip since the 13th National Congress of the CPV; Pakistani Prime Minister Shehbaz, Tanzanian President Hassan, and German Chancellor Scholz are all making their first-ever visit to China since taking office.

Su Xiaohui, an associate researcher at the China Institute of International Studies, said that following the successful conclusion of the 20th National Congress of the Communist Party of China, leaders from many countries have been making intensive visits to China, demonstrating the international community's close attention to China's development and reflecting the widespread desire of various countries to deepen their engagement and interaction with China.

During the meeting and talks, General Secretary Xi Jinping briefed the guests on the 20th National Congress, elaborated on the significance of Chinese-style modernization, and conveyed a clear message from the Chinese side: “The path of socialism with Chinese characteristics is one that suits China’s actual conditions, reflects the aspirations of the Chinese people, and meets the demands of the times.” “China will continue to uphold its basic national policy of opening up to the world.” “Chinese-style modernization shares common features with the modernization of all other countries, yet it also possesses distinctive Chinese characteristics rooted in our own national conditions.” “China has always used its own development to safeguard and promote world peace, and China’s development and the world’s development are deeply intertwined and mutually reinforcing.”

The foreign leaders expressed their gratitude for General Secretary Xi Jinping’s introduction. Nguyen Phu Trong said that under the leadership of the CPC Central Committee with Comrade Xi Jinping at its core, China will surely achieve the goals and tasks set forth at the 20th National Congress of the CPC and make new, positive contributions to the region and the world. China and Vietnam issued the Joint Statement on Further Strengthening and Deepening the China-Vietnam Comprehensive Strategic Partnership; China and Pakistan reached broad consensus on high-quality joint building of the Belt and Road Initiative, as well as on implementing the Global Development Initiative and the Global Security Initiative; China and Tanzania elevated their bilateral relations to a comprehensive strategic partnership; and China and Germany engaged in in-depth discussions on their bilateral relationship and other issues of mutual concern...

“The 20th National Congress of the Communist Party of China clearly stated that we must comprehensively advance the great rejuvenation of the Chinese nation through Chinese-style modernization. Chinese-style modernization is a path of peaceful development, and China will work hand in hand with all countries around the world to achieve mutual benefit and win-win cooperation,” said Li Wei, Director of the Center for Economic Diplomacy at Renmin University of China.

(Subheading) Deepen Diplomatic Engagement and Expand Partnership Ties

Among the countries visited this time are Vietnam, a socialist nation often described as “comrades and brothers”; Pakistan, our neighboring country known as “a good friend, a good partner, and a good brother”; Tanzania, a developing country from Africa; and Germany, a Western developed nation from Europe.

“China’s commitment to making many friends and continuously expanding its ‘circle of friends’ remains unchanged; against the backdrop of a complex and ever-changing international landscape, China’s overarching direction of deepening cooperation with all countries and achieving win-win outcomes has also remained unchanged,” said Su Xiaohui.

The report of the 20th National Congress of the Communist Party of China pointed out that China adheres to developing friendly cooperation with all countries on the basis of the Five Principles of Peaceful Coexistence, promotes the building of a new type of international relations, deepens and expands global partnerships characterized by equality, openness, and cooperation, and is committed to broadening the convergence of interests with all countries.

We will promote coordination and healthy interactions among major countries, and advance the establishment of a pattern of major-country relations characterized by peaceful coexistence, overall stability, and balanced development. We will adhere to the principles of amity, sincerity, mutual benefit, and inclusiveness, as well as the foreign policy of being good neighbors and partners, and deepen friendly mutual trust and integration of interests with neighboring countries. Guided by the principles of authenticity, sincerity, and mutual benefit, and by a correct view of justice and interests, we will strengthen solidarity and cooperation with developing countries and safeguard their common interests... China’s all-round, multi-level, and three-dimensional diplomatic framework continues to be refined and improved.

From the consensus reached during his talks with Nguyen Phu Trong—“consolidating traditional friendship, strengthening strategic communication, enhancing political mutual trust, and properly managing differences”—to his remarks when meeting with Shehbaz, emphasizing that “China’s continued new development will continuously offer new opportunities to countries around the world, including Pakistan”—from his remarks during his talks with Hassan, pointing out that “developing China-Tanzania relations not only serves the common and long-term interests of both countries but also plays a crucial role in advancing the building of a community with a shared future for China-Africa in the new era”—to his remarks when meeting with Scholz, stressing that China and Germany “should step up cooperation even more amid changing and turbulent global circumstances, and make greater contributions to world peace and development”... General Secretary Xi Jinping has put forward a series of important propositions, providing direction and setting the course for the development of China’s relations with all parties.

This round of autumn diplomatic activities, characterized by intensive bilateral engagements, reflects careful consideration for advancing the overall development of China’s relations with the regions concerned.

Guo Yanjun, Director of the Institute of Asian Studies at the China Foreign Affairs University, stated that Vietnam and Pakistan are important neighboring countries of China in Southeast Asia and South Asia, respectively. As key members of ASEAN, Vietnam plays a vital role in bilateral interactions. These interactions not only chart a promising course for developing China-Vietnam and China-Pakistan relations but also inject strong momentum into advancing China’s relations with these two regions and building a community with a shared future in the surrounding areas.

In 2013, during his visit to Tanzania, President Xi Jinping proposed that China’s cooperation with African countries should be guided by the principles of sincerity, realness, and mutual benefit. Today, these principles have become the fundamental guiding ideology for China’s solidarity and cooperation with developing countries. Su Xiaohui believes that this high-level exchange between China and Tanzania is yet another vivid demonstration of the “sincerity, realness, and mutual benefit” philosophy, fully reflecting China’s emphasis on and respect for African nations and highlighting China’s genuine commitment to strengthening solidarity and cooperation with developing countries.

Su Xiaohui stated that the development of China-Germany relations will play a positive and driving role in the stable development of China-Europe relations. As the first European leader to visit China, the German Chancellor’s face-to-face, direct communication and dialogue with Chinese leaders not only effectively refuted the fallacy of “decoupling,” but also set an example for other European countries in fostering healthy and mutually beneficial interactions with China.

(Subheading) Uphold Open Cooperation and Share Development Opportunities

China has reached broad consensus with visiting countries on pragmatic cooperation in multiple fields. The China International Import Expo has once again made its way to Shanghai for the fifth consecutive year. The 14th Conference of the Parties to the Ramsar Convention on Wetlands was held simultaneously in Wuhan and Geneva... Through a series of diplomatic events held in China during this golden autumn season, the world has seen a China that steadfastly adheres to its basic national policy of opening up to the outside world and firmly pursues an open strategy of mutual benefit and win-win cooperation—a China that continuously offers new opportunities to the world through its own new development.

During his visit to China, Nguyen Phu Trong stated that it is important to further align the “Two Corridors and One Circle” initiative with the Belt and Road Initiative, thereby enhancing the effectiveness of economic cooperation between the two countries and creating new highlights in various fields. Shahbaz said, “We are committed to deepening cooperation with China across all sectors, so as to better achieve our own development,” and added, “We stand ready to work together with the Chinese side to continuously promote high-quality joint construction of the Belt and Road Initiative.” Hassan noted that the Global Development Initiative is conducive to addressing the global challenges we currently face, and expressed his willingness to actively implement it together with the Chinese side. The hosting of the 14th Conference of the Parties to the Ramsar Convention on Wetlands demonstrates that China’s approach to modernization—modernization characterized by harmonious coexistence between humanity and nature—is increasingly offering Chinese solutions and contributing greater Chinese strength to help countries explore paths toward positive interactions between humans and nature. In his opening address, President Xi Jinping put forward China’s propositions for jointly advancing global action on wetland conservation: “We must forge a global consensus on cherishing wetlands,” “we must promote the global process of wetland protection,” and “we must enhance the global well-being of people through wetlands.”

Li Wei stated that China’s development is inseparable from the world, and the world’s development also needs China. A series of recent important diplomatic events have demonstrated to the world China’s unwavering commitment and confidence in continuing to pursue an open-door policy and pursuing win-win cooperation with the rest of the world. These events highlight China’s broad-mindedness and sense of responsibility in using its own development to create more opportunities for the world, and will inject greater certainty into global development.
