　　2022 is a pivotal year that bridges the 14th Five-Year Plan and ushers in the next phase. On the 21st, the Guangdong Provincial Development and Reform Commission announced on its official website the province’s key projects for 2022.

　　This year, Guangdong Province has scheduled a total of 1,570 key provincial projects with a total investment of 7.67 trillion yuan, and an annual planned investment of 900 billion yuan. Among these, 1,152 are preliminary preparatory projects for key provincial construction initiatives that have already entered the early-stage preparation phase, with an estimated total investment of 5.88 trillion yuan.

　　Infrastructure: The high-speed rail project from Guangzhou to Zhuhai (Macau) will begin preliminary work this year.

　　This year’s provincial government work report proposed that infrastructure investment should be carried out with a moderate degree of foresight. This point is clearly reflected in the arrangement of key provincial projects. This year, Guangdong Province has scheduled 554 key infrastructure projects, accounting for more than 50% of the total annual planned investment across all projects.

　　In the field of new infrastructure, a total of 42 projects have been planned. To accelerate the development of the Guangdong-Hong Kong-Macao Greater Bay Area into an international center for technological innovation and a comprehensive national science center, Guangdong Province will take key projects as the driving force to speed up the construction of the three major science cities: Guangming, Songshan Lake, and Nansha. For example, ongoing projects include Phase I of the Guangzhou CAS Mingzhu Science Park and the Guangzhou Nansha Node of the Guangdong-Hong Kong-Macao Greater Bay Area International Data Transmission Hub. Notably, the Guangzhou Nansha International Data Free Trade Port project will soon begin preliminary work. This project will build an international submarine optical cable and, centered on cross-border digital economy and cross-border digital service trade, establish a “cross-border infrastructure base” and an “international digital economy and service trade park.”

　　In terms of 5G network construction and industrial applications, Guangdong has proposed achieving comprehensive 5G network coverage across the Pearl River Delta region as well as full coverage of urban areas in cities and counties across eastern, western, and northern Guangdong. To this end, China Tower Guangdong, Guangdong Mobile, Guangdong Unicom, and Guangdong Telecom will jointly commence construction on nearly 70,000 new 5G base stations this year. Furthermore, following the approval by the State Council to launch the construction of a national integrated computing power network hub node data center cluster in the Guangdong-Hong Kong-Macao Greater Bay Area, this project will establish a cluster in Shaoguan, Guangdong, featuring 500,000 standard racks and 5 million servers, thereby supporting large-scale cloud-based computing power deployment in the Guangdong-Hong Kong-Macao Greater Bay Area.

　　In terms of rail transit, the highly anticipated Guangzhou East–Xintang Line 5 and 6, as well as the Guangzhou South–Guangzhou Station connecting line, will both begin construction this year. The former has a total investment of 19 billion yuan and is scheduled for completion by 2026; the latter has a total investment of 7.6 billion yuan and is scheduled for completion by 2027. A new mainline measuring 15.6 kilometers in length will be built, with 11 kilometers running through Guangzhou and 4.6 kilometers through Foshan. Among the intercity rail lines, the Pearl River Delta Intercity Guangfo Loop Line’s section from Foshan West Station to Guangzhou South Station and the Foshan-Dongguan Intercity Railway’s section from Guangzhou South Station to Wanghong are both expected to open this year. Meanwhile, the western section of the Guangfo Loop Line—connecting Foshan West Station to Guangzhou North Station—will likely begin construction this year. As for preliminary preparatory projects, the Guangzhou–Zhuhai (Macau) High-Speed Railway’s section from Guangzhou North to Hezhou and the Guangzhou–Zhuhai (Macau) High-Speed Railway’s section from Hezhou to Hengqin will both start their preliminary work this year.

　　It is worth noting that several major development platforms in the Guangdong-Hong Kong-Macao Greater Bay Area—such as Guangzhou Nansha New Area, Guangzhou International Finance City, Guangzhou Science City, Guangzhou Pilot Zone for Artificial Intelligence and Digital Economy, and the China-Singapore Guangzhou Knowledge City—are continuously stepping up their efforts to accelerate the development of these key platforms. The construction project for the Guangzhou Knowledge City Comprehensive Bonded Zone will begin preliminary work this year. The project will have a total floor area of 600,000 square meters and will include customs supervision facilities, administrative offices, commercial and business support facilities, and high-end intelligent manufacturing infrastructure.

　　Industrial Engineering: 26 new projects have commenced construction in the next-generation information technology sector.

　　In terms of industrial projects, Guangdong Province has scheduled 691 key industrial projects. Among these, 26 are new construction projects in the next-generation information technology sector, covering areas such as electronic information, artificial intelligence, next-generation mobile communications, and new-type display panels. Electronic information projects account for the largest share, with a total of 23 new projects—two of which are located in Guangzhou: the Guangdong Xinyue Energy Silicon Carbide Chip Production Line Project and the Guangzhou Guangxin Semiconductor Packaging Substrate Product Manufacturing Project. In addition, Phase II of the Guangzhou Yuexin Semiconductor Project will begin production this year, adding a monthly capacity of 20,000 12-inch wafer chips.

　　The bio-industry engineering sector has three newly launched projects, all of which are biopharmaceutical projects. Among them, one is the Guangzhou Fengle Medical and Health Industry Base project. In the high-end equipment manufacturing sector, there are 13 newly launched smart manufacturing projects, 1 satellite application industry project, 1 high-performance ship and marine engineering equipment project, 6 energy equipment projects, and 3 automobile manufacturing projects, totaling 24 projects. This year, Guangzhou will see two automobile manufacturing projects come into operation. The capacity expansion of GAC Group in Guangzhou, with an annual output of 200,000 vehicles (including new-energy vehicles), will involve a total investment of 6.3 billion yuan.

　　Fourteen new projects have been launched in the new materials industry, and three projects have begun production. Among the projects that have started production, two are located in Guangzhou: the silicon carbide single-crystal material and wafer production project of Guangzhou Nansha Crystal Wafer Semiconductor Technology Co., Ltd., and the expansion project for the polarizer production line of Guangzhou Shangjin Optoelectronics.

　　Among the 25 newly launched key projects in the modern service sector, 3 are headquarters-based enterprises, 3 provide business services, 1 offers R&D and design services, 3 focus on business logistics, and 15 are comprehensive production services. Of these new projects, 4 are located in Guangzhou: the Knowledge City Phoenix Valley Overseas Returnees’ Center, the Guangzhou Global Trade Plaza, the Guangzhou Baiyun Shenshan Logistics Hub, and the Guangdong Radio & TV Convergence Media Science and Technology Innovation Industrial Park. Among them, the Knowledge City Phoenix Valley Overseas Returnees’ Center project has attracted considerable attention. With a total investment of approximately 1.9 billion yuan and a construction area of about 177,000 square meters, the project will include facilities such as the Life Sciences Noah’s Ark, an international biopharmaceutical headquarters cluster, an international life sciences R&D empowerment center, and a high-caliber workstation for overseas returnees in the biopharmaceutical sector. The construction period is scheduled from 2022 to 2024.

　　Social Welfare Assurance: The first-phase project of HKUST (Guangzhou) will be put into use this year.

　　In terms of projects aimed at safeguarding people’s livelihoods, priority is being given to addressing shortcomings in the public service sector and accelerating the construction of social infrastructure in areas such as education, healthcare, and resident welfare. A total of 315 key projects have been planned for this purpose.

　　In higher education, Guangdong Province will this year focus on “striving for first-class status, addressing weak areas, and strengthening distinctive features.” Among these efforts, the first-phase project of the Hong Kong University of Science and Technology (Guangzhou) and the second-phase project of the Guangzhou International Campus of South China University of Technology will both become operational this year. As for vocational education, how can we enhance quality and excellence? This year, Guangdong will advance the construction of the Provincial Vocational Education City. The construction projects for the Zhongluotan campus of the Guangdong Provincial Advanced Technical School of News and Publication, the second-phase project of the Guangdong Provincial Demonstration Base for Technical Education, and the first-phase project of the Guangdong Lingnan College of Commerce and Industry No. 1 (International College) will all break ground in Guangzhou.

　　In the healthcare sector, the Guangzhou Respiratory Center became operational this year, with a total construction area of 217,200 square meters and 1,200 beds. This year will also see the commencement of construction on the upgrade and renovation project of the First Affiliated Hospital of Guangdong University of Pharmaceutical Sciences, the Baiyun Campus project of Guangdong Provincial People’s Hospital, and the Guangdong Provincial Center for Integrated Traditional Chinese and Western Medicine Emergency Treatment. Among these, the Baiyun Campus project of Guangdong Provincial People’s Hospital is designed to accommodate approximately 1,000 beds and has a construction area of about 250,000 square meters.

　　In the field of cultural tourism, the Zhu Ying Greater Bay Area Film Port (Zhu Ying Greater Bay Area Film Museum)—with a total investment exceeding 2.5 billion yuan—will include projects such as the Greater Bay Area Film Center, the Greater Bay Area Film Museum, the Guangdong 4K Film Creation Center, the Zhu Ying Starlight Cinema, and the Zhu Ying Performing Arts Hall. The project’s total floor area will be approximately 164,200 square meters.

　　The Guangdong Nanhu Amusement Park—whose total investment amounts to 500 million yuan and which has left many Guangzhou residents with cherished memories—will embark on an upgrade and renovation project this year. Upon completion, the park will boast three “firsts” in the Guangdong-Hong Kong-Macao Greater Bay Area (the largest immersive real-scene puzzle park, the longest nighttime zipline, and the first park featuring a cross-disciplinary mechanical and electrical competition arena) as well as two “national firsts” (a park licensed by “Peacekeeper Elite” and a cultural-tourism project empowered by the Tianhe-2 supercomputer center).
