The Guangdong Provincial Development and Reform Commission has announced the province's key projects for 2022—1,570 key projects with a total investment of 7.67 trillion yuan.


The Guangdong Provincial Development and Reform Commission has announced the 2022 provincial key projects—1,570 key projects with a total investment of 7.67 trillion yuan. 2022 is an important year marking the transition between the 14th and 15th Five-Year Plans. On the 21st, the Guangdong Provincial Development and Reform Commission published the list of 2022 provincial key projects on its official website. This year, Guangdong Province has scheduled 1,570 provincial key projects with a total investment of 7.67 trillion yuan and an annual planned investment of 900 billion yuan. Among these, 1,152 are preliminary preparation projects for key construction initiatives, with an estimated total investment of 5.88 trillion yuan. Infrastructure: Guangzhou-Zhuhai (Macao) High-Speed Rail to Start Preliminary Work This Year This year’s provincial government work report emphasized the need to moderately advance infrastructure investment. This point is clearly reflected in the arrangement of provincial key projects. This year, Guangdong Province has scheduled 554 infrastructure key projects, accounting for more than 50% of the total annual planned investment. In the field of new infrastructure, a total of 42 projects have been arranged. To accelerate the construction of the Guangdong-Hong Kong-Macao Greater Bay Area International Science and Technology Innovation Center and the Comprehensive National Science Center, Guangdong Province will take key projects as the driving force to speed up the construction of the three major science cities: Guangming, Songshan Lake, and Nansha. Examples include the ongoing Phase I of the Guangzhou CAS Mingzhu Science Park and the Guangzhou Nansha node of the International Data Transmission Hub for the Guangdong-Hong Kong-Macao Greater Bay Area. Notably, the Guangzhou Nansha International Data Free Trade Port project will begin preliminary work this year. The project will build an international submarine optical cable and, centered around cross-border digital economy and cross-border digital service trade, establish a “cross-border infrastructure base” and an “international digital economy and service trade park.” In terms of 5G network construction and industrial applications, Guangdong aims to achieve full 5G network coverage in the Pearl River Delta region and complete coverage of urban areas in eastern, western, and northern Guangdong. To this end, China Tower Guangdong, Guangdong Mobile, Guangdong Unicom, and Guangdong Telecom will jointly start construction of nearly 70,000 new 5G base stations this year. In addition, following the approval by the State Council to launch the construction of the national integrated computing power network hub data center cluster in the Guangdong-Hong Kong-Macao Greater Bay Area, this project will be built in Shaoguan, Guangdong, with a cluster standard rack scale of 500,000 units and a server scale of 5 million units, supporting large-scale cloud-based computing power deployment in the Greater Bay Area. In terms of rail transit, the highly anticipated Guangzhou East to Xintang Line 5-6 and the Guangzhou South to Guangzhou Station Connecting Line will both break ground this year. The former has a total investment of 19 billion yuan and is scheduled for completion by 2026; the latter has a total investment of 7.6 billion yuan and is scheduled for completion by 2027. It will add a new mainline length of 15.6 kilometers, including 11 kilometers in Guangzhou and 4.6 kilometers in Foshan. Among intercity rail lines, the Pearl River Delta Intercity Guangfo Ring Line from Foshan West Station to Guangzhou South Station and the Foshan-Dongguan Intercity Railway from Guangzhou South Station to Wanghong are expected to open this year. Meanwhile, the Guangfo Ring Line section from Foshan West Station to Guangzhou North Station, connecting Guangzhou and Foshan from the west, is expected to start construction this year. As for preliminary preparation projects, the Guangzhou-North to Hezhou section of the Guangzhou-Zhuhai (Macao) High-Speed Rail and the Hezhou to Hengqin section of the Guangzhou-Zhuhai (Macao) High-Speed Rail will both begin preliminary work this year. It is worth noting that in accelerating the development of major platforms, several key development platforms in the Guangdong-Hong Kong-Macao Greater Bay Area—including Guangzhou Nansha New Area, Guangzhou International Finance City, Guangzhou Science City, Guangzhou Artificial Intelligence and Digital Economy Pilot Zone, and Sino-Singapore Guangzhou Knowledge City—are continuously making strides. The Guangzhou Knowledge City Comprehensive Bonded Zone construction project will begin preliminary work this year, with a total construction area of 600,000 square meters. The project includes customs supervision facilities, administrative offices, commercial and business support facilities, and high-end intelligent manufacturing facilities. Industrial Projects: 26 New Projects in Next-Generation Information Technology In terms of industrial projects, Guangdong Province has scheduled 691 industrial key projects. Among them, 26 new projects in next-generation information technology have been launched, covering electronic information, artificial intelligence, next-generation mobile communications, and new display panels. Electronic information projects account for the largest share, totaling 23, two of which are located in Guangzhou—the Guangdong Xin Yue Neng Silicon Carbide Chip Production Line Project and the Guangzhou Guangxin Semiconductor Packaging Substrate Product Manufacturing Project. In addition, the second phase of the Guangzhou Yuexin Semiconductor Project will go into production this year, adding monthly capacity for 20,000 12-inch wafer chips. There are three new biomedical projects in the bio-industry sector, all of which are biopharmaceutical projects, including one at the Fengle Medical Health Industry Base in Guangzhou. Among the new high-end equipment manufacturing projects, there are 13 smart manufacturing projects, one satellite application project, one high-performance ship and marine engineering equipment project, six energy equipment projects, and three automobile manufacturing projects, totaling 24. This year, Guangzhou will see two automobile manufacturing projects come into production. The expansion of GAC's annual production capacity by 200,000 vehicles (including new-energy vehicles), with a total investment of 6.3 billion yuan, will be completed this year. There are 14 new projects in the new materials industry, with three already in production. Two of the projects in production are located in Guangzhou—the Guangzhou Nan Sha Crystal Wafer Semiconductor Technology Co., Ltd. Silicon Carbide Single-Crystal Materials and Wafer Production Project and the Guangzhou Shangjin Optoelectronics Polarizer Production Line Expansion Project. Among the 25 newly started modern service industry projects, three are headquarters economy projects, three are business services projects, one is R&D and design services, three are business logistics projects, and 15 are comprehensive production services. Four of the newly started projects are located in Guangzhou—Knowledge City Phoenix Valley Overseas Returnees Center, Guangzhou Global Trade Plaza, Guangzhou Baiyun Shenshan Logistics Hub, and Guangdong Radio & TV Convergence Media Science and Technology Industrial Park. Among them, the Knowledge City Phoenix Valley Overseas Returnees Center project has attracted considerable attention. With a total investment of about 1.9 billion yuan and a construction area of approximately 177,000 square meters, it will build a Life Sciences Noah's Ark, an International Biomedical Headquarters Cluster, an International Life Sciences R&D Empowerment Center, and a Biomedical Overseas Talent Workstation, with a construction period from 2022 to 2024. People's Livelihood Security: Phase I of HKUST (Guangzhou) Project to Be Put Into Use This Year In terms of people's livelihood security projects, key projects focus on addressing shortcomings in public services and accelerating the construction of social undertakings such as education, healthcare, and resident security. A total of 315 key projects for people's livelihood security have been scheduled. In higher education, Guangdong will focus this year on "striving for first-class status, filling gaps, and strengthening specialties." Among them, Phase I of the Hong Kong University of Science and Technology (Guangzhou) project and Phase II of the South China University of Technology Guangzhou International Campus will both be put into use this year. How can vocational education be improved and upgraded? This year, Guangdong will promote the construction of the provincial vocational education city. The Guangdong News and Publication Advanced Technical School Zhongluotan Campus Construction Project, the Second Phase of the Guangdong Technical Education Demonstration Base Project, and the First Phase of the Guangdong Lingnan Commercial and Industrial First Technician College (International College) Project will all break ground in Guangzhou. In healthcare, the Guangzhou Respiratory Center will be put into use this year, with a total construction area of 217,200 square meters and 1,200 beds. The renovation and upgrade project of the First Affiliated Hospital of Guangdong Pharmaceutical University, the Baiyun Branch of Guangdong Provincial People's Hospital, and the Guangdong Center for Integrated Traditional Chinese and Western Medicine Emergency Treatment will all start construction this year. Among them, the Baiyun Branch of Guangdong Provincial People's Hospital is designed with a total bed capacity of about 1,000 and a construction area of about 250,000 square meters. In culture and tourism, the Zhu Ying Greater Bay Area Film Port (Zhu Ying Greater Bay Area Film Museum), with a total investment exceeding 2.5 billion yuan, will build a Greater Bay Area Film Center, a Greater Bay Area Film Museum, a Guangdong 4K Film Creation Center, Zhu Ying Starlight Cinema, and Zhu Ying Performing Arts Hall, among other projects. The total construction area of the project is about 164,200 square meters. The Guangdong Nanhu Amusement Park, with a total investment of 500 million yuan and many cherished memories for Guangzhou residents, will begin upgrading this year. After the upgrade, it will become home to three firsts in the Greater Bay Area (the largest immersive real-scene puzzle park, the longest nighttime flying zipline, and the first electromechanical competition arena) and two national firsts ("Peace Elite"-authorized park and a cultural and tourism project empowered by the Tianhe No. 2 Supercomputer Center).
